Instructions
Whisk together gochugaru, gochujang, brown sugar, garlic, ginger, soy sauce, and pepper in a bowl. Add chicken and toss to coat.

Heat oil in a large oven-safe skillet. If using rice cakes, cook until crispy (3-4 minutes). Set aside.
